چالشهای امور پرورشی و تربیتی در وزارت آموزش و پرورش جمهوری اسلامی ایران: یک مطالعه کیفی با رویکرد تحلیل مضمون

هدف این پژوهش شناسایی و تبیین جامع چالشهای ساختاری، مدیریتی، محتوایی و گفتمانی امور پرورشی و تربیتی در نظام آموزش رسمی عمومی ایران بر اساس دیدگاه خبرگان علمی و اجرایی است. پژوهش حاضر با رویکرد کیفی و با استفاده از روش تحلیل مضمون انجام شد. دادهها از طریق مصاحبههای نیمهساختاریافته با 21 نفر از خبرگان علمی و اجرایی حوزه امور پرورشی و تربیتی در سطوح مدرسه، اداره، استان و وزارت آموزش و پرورش گردآوری گردید. نمونهگیری بهصورت هدفمند انجام شد و گردآوری دادهها تا رسیدن به اشباع نظری ادامه یافت. مصاحبهها بهطور کامل پیادهسازی و در یک فرایند رفتوبرگشتی کدگذاری شدند. برای افزایش اعتبار و تنقیح یافتهها، پنج جلسه گروه کانونی با حضور متخصصان دانشگاهی و مدیران مرتبط برگزار شد. تحلیل دادهها منجر به استخراج 378 مضمون پایه، 60 مضمون سازماندهنده و 9 مضمون فراگیر شامل نیروی انسانی، بودجه، ظرفیت و امکانات، محتوا و برنامه، آییننامهها و ابلاغیهها، مدیریت کلان، برنامهریزی کلان، رویکرد و گفتمان، و همکاری و همراهی شد. نتایج نشان داد که ضعف کیفیت و کمبود نیروی انسانی تربیتی، فقدان بودجه مصوب، نبود نظام ارزیابی و تشویق، غلبه رویکرد آموزشی بر تربیتی، و ناهماهنگی نهادی از مهمترین چالشهای نظاممند امور پرورشی هستند. اصلاح و ارتقای امور پرورشی و تربیتی در آموزش و پرورش مستلزم بازنگری سیاستی، تقویت حکمرانی تربیتی، و همافزایی نهادی برای رفع چالشهای شناساییشده است.
